Section 4(1)(b)(xii): The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes

Government Doon Medical College, Dehradun (GDMC) executes various state and central government subsidy/welfare programmes for patients, students, and the community. These are aimed at providing financial protection, affordable treatment, and access to healthcare for weaker sections of society.

A. Major Subsidy/Welfare Programmes

  1. Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (PMJAY) / State Health Authority (SHA – Golden Card)
    • Patients with valid Ayushman cards receive cashless treatment for eligible conditions.
    • Subsidy support includes surgery, admission, medicines, ICU, diagnostics.
    • At GDMC: Thousands of patients benefited annually.
    • In 2024 → _____ patients received free treatment worth ₹ ______ Lakhs/Crore.
  2. Free/Concessional Services for Poor Patients
    • Funds allocated by State Govt. & hospital for economically weaker sections.
    • Includes subsidised OPD/IPD charges, emergency care, medicines.
  3. National Health Programmes (executed through hospital departments):
    • DOTS (TB Control Programme) – Free TB medicines provided.
    • Nikshay Mitra Initiative – Nutritional and social support for TB patients.
    • ART Centre (Anti-Retroviral Therapy) – Free lifelong treatment for HIV/AIDS patients under NACO & USACS.
    • Cancer Registry – Patients enrolled under ICMR/NCD programmes.
    • SNCU/NICU/PICU – Subsidised care for neonates and children.
  4. Special COVID-19 Subsidy Services
    • During COVID-19, GDMC provided free/subsidised testing, emergency admission, and ICU care under the Emergency COVID Response Plan (ECRP).
  5. Other Patient-Centric Facilities
    • Jan Aushadhi Kendra (if running on campus): Low-cost generic medicines.
    • UPNAL/Outsourced Services: Subsidised manpower through state agencies ensures affordable support services.

B. Manner of Execution

  • Subsidy schemes are executed under the supervision of the Principal/Dean and Medical Superintendent through designated nodal officers.
  • Verification of beneficiary eligibility is done through Aadhaar, Golden Card, BPL status, or as per scheme guidelines.
  • Bills are generated digitally and settled through the State Health Authority portal / Treasury system.
  • Reports on number of patients and subsidy amounts are compiled monthly and submitted to the Directorate of Medical Education & Training (DGME), Uttarakhand.

C. Details of Beneficiaries

  • Beneficiary data is maintained in the Hospital Management Information System (HMIS) and at dedicated scheme counters (e.g., Ayushman Kiosk).
  • Year-wise summary of beneficiaries and amounts is included in hospital reports.
  • Confidential personal data of patients is not disclosed publicly (protected under Section 8 of the RTI Act, 2005, and medical confidentiality rules).
