Section 4(1)(b)(xiii): Particulars of recipients of concessions, permits or authorisations granted by it

Government Doon Medical College, Dehradun, being a state-run teaching hospital and academic institution, grants certain concessions, permits, or authorisations in line with government policies, statutory rules, and welfare schemes. The details are as follows:

A. Concessions to Patients

  1. Ayushman Bharat – PMJAY / State Health Authority (SHA) Golden Card Holders
    • Eligible patients receive 100% concession in treatment costs for covered packages.
    • Cashless treatment is provided as per scheme guidelines.
  2. BPL / Economically Weaker Patients
    • Concession or waiver of hospital charges (registration, bed charges, investigations) as per government orders.
  3. TB, HIV/AIDS, Leprosy, and other National Health Programme Patients
    • Free medicines, investigations, and treatment support.
  4. Maternity and Child Health Schemes (JSY, JSSK, SNCU, NICU)
    • Free institutional deliveries, newborn care, medicines, diet, and diagnostics for eligible women and children.

B. Concessions to Students and Staff

  1. Scholarships and Stipends
    • Students belonging to SC/ST/OBC/EWS categories receive scholarships as per Government of Uttarakhand norms.
    • MBBS interns and postgraduate residents receive stipends as per Medical Education Department rules.
  2. Fee Concessions
    • Tuition and hostel fee concessions to certain categories (SC/ST, PH, EWS) as per state government notifications.

C. Permits and Authorisations

  1. Hospital Canteen Services
    • Licensed to a private contractor through tendering process.
    • Contract conditions regulate pricing and quality of food for staff, students, and patients.
  2. Parking Facility
    • Authorised to an agency/contractor through tender by the hospital administration.
  3. Outsourced/Agency-Based Services
    • Housekeeping, security, sanitation and support services are provided through agencies authorised by Government Orders / tenders (including UPNAL agencies).
  4. Public Utility Services
    • Authorisations for bookshops, stationary, or Jan Aushadhi Medical Store on campus, as per government policy.

D. Disclosure of Information

  • The list of current authorised contractors/recipients of permits and concessions is maintained by the Administrative Office and Accounts Section.
  • The information is available for public inspection on request and displayed on the college website/tender notices section from time to time.
  • Personal information of individual patients or students benefiting from concessions is not disclosed, as it is protected under Section 8(1)(j) of the RTI Act (privacy and fiduciary relationship).
