Section 4(1)(b)(xv): The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use

Government Doon Medical College, Dehradun provides multiple facilities for citizens to access information under the RTI Act, 2005, as well as for academic/public reference.

A. RTI-Related Facilities

  1. Public Information Officer (PIO) Office
    • Citizens may submit RTI applications in writing during office hours at the PIO/Administrative Officer’s Office in the college.
    • Inspection of records (where permissible under RTI) can be arranged in the Administrative Section with prior appointment.
  2. First Appellate Authority
    • The office of the Principal/Dean functions as the First Appellate Authority for RTI matters.
  3. Official Website
    • The institution maintains a website where mandatory disclosures under Section 4(1)(b) of the RTI Act are published in HTML format (pages) which can be printed or downloaded.
    • Notifications, orders, circulars, and directory of officers are regularly updated.

B. Library and Reading Room Facilities

  1. Central Library
    • GDMC has a two-storey central library with:
      • More than 11,400 books of Medical and Allied Sciences consisting of more than 3,000 titles.
      • Subscriptions to reputed 33 Indian and 16 International journals. E-journal: ProQuest.
      • E-library facilities with computers and internet for online learning.
    • The library is open to faculty, staff, and students of the college.
    • Newspapers and magazines in English and Hindi.
    • Regular Books Exhibition of reputed publishers.
  2. Reading Rooms
    • Separate reading spaces are available for undergraduates, postgraduates, and faculty.
    • Reading rooms are not open to the general public, as per institutional policy, but inspection of specific RTI-related records (non-confidential) can be arranged on request in the Administrative Section.
    • First Floor: Reading Section, Computer lab, Journal Section, Audio-Visual Section, Resident/PG Reading Room.
    • Second Floor: Book Binding Section, Server Room, Open Reading Area.
  3. Working Hours of Library
    • Monday to Saturday: 10 AM to 09 PM on Ground Floor and 24 hours on First Floor.
    • Open Reading Area remains open on all 365 days.
    • Sunday and Government Holidays: Closed.

C. Other Citizen Access Points

  • Notice Boards: Regular circulars, tenders, academic notices, and public information are displayed at prominent places in the college and hospital.
  • Student Section / Academic Office: Provides academic records and certificates to students.
  • Hospital Information Desk: Provides patient-related service information, Ayushman Bharat/Golden Card counter, and grievance support.
  • Grievance Redressal Cell: Available for patients and attendants to submit complaints and suggestions.

D. General Note for Citizens

Citizens seeking information under RTI are encouraged to first consult the official website of GDMC, where most information is already published. For matters not available online, applications may be filed with the PIO during office hours. Access to medical records of patients or confidential staff data is restricted under Section 8 of the RTI Act, 2005.
